Professional Conversion Programmes (PCPs) are programmes aimed at Professionals, Managers, Executives and Technicians (PMETs) who would like to take the opportunity to progress or switch over to new career paths or industries.
This requires a participating employer to hire you as a prerequisite for the training programme to commence. You will also be assigned work attachments through industry partners from growth sectors with relevant job prospects.

P-Max is a programme that places and fits employment-seeking PMETs into jobs provided by SMEs. As a part of this programme, SMEs receive assistance in recruiting, training, managing and retaining newly-hired PMETs.
With a two-pronged approach, P-Max facilitates forward and open communication systems between SMEs and PMETs through progressive, people-oriented human resource practices for quicker adaptation and better retention.
- Local SMEs hiring PMETs
- SME employment-seeking PMETs (Singaporean Citizens or Singapore Permanent Residents) with a diploma or prior PMET experience
- Graduated or Completed National Service for 12 months or longer

The Innovation & Capability Voucher (ICV) is a voucher valued at S$5,000 to defray business capability development costs for SMEs. This includes consultancy projects regarding human resources, financial management, innovation and productivity.
The voucher can also be used to implement Integrated Solutions to improve business efficiency and operations. Integrated Solutions are tested and proven tools meant to be easily applicable to SMEs to take on business challenges and raise productivity.
Eligibility for SMEs:
- Registered and operating in Singapore
- Have a minimum of 30% local shareholding
- Have group annual turnover of not more than $100 million OR group employment size of not more than 200 employees
